Atlas Evaluation & Inspection Services (AEIS), providing inspection, testing and certification for infrastructure projects, has appointed Juan Gabriel as Chief Operating Officer. Juan brings 15 years of experience in heavy civil and commercial infrastructure planning, execution, and asset management across multiple countries.

Previously, Juan was a Quality Project Manager at Skanska, building train stations, water treatment plants, bridges, and roadways. He also conducted research and analysis on behalf of Skanska USA Civil on national topics, including business, financial planning, project bidding and execution performance, and non-conformance analysis, focusing on root causes and corrective actions. Before that, he was a Senior Project Superintendent and Engineer with Contratistas Civiles y Mecánicos (CCM), an engineering and construction firm headquartered in Santo Domingo, Dominican Republic. Juan has also authored and co-authored multiple papers on infrastructure research, including resiliency in the development of microgrids at Rockaway Peninsula, NY, and entrepreneurship in the construction industry.
Additionally, Juan has served as a mentor for the ACE Mentor Program and Columbia University’s Center for Buildings, Infrastructure, and Public Spaces (CBIPS), helping prepare high school and graduate students for careers in architecture, construction, engineering, and asset management.
From 2017 to 2020, while working at Moynihan Station Phases II & III, Juan attended New York University Tandon School of Engineering, earning a Master’s in Urban Infrastructure Systems with concentrations in Infrastructure Planning & Asset Management. Juan also earned a Master’s in Construction Engineering and Management with concentrations in Entrepreneurship and Strategic Technological Innovations from Columbia University. He holds a Bachelor’s degree in Civil Engineering from Universidad Iberoamericana (UNIBE) in the Dominican Republic.
